Where did you read that ? Always best to remove existing anyway so if the problem is just gaps under the skirts why not just used a heavier ply...

Fball say you can use f46 & tackifier on there epoxy dpm I've laid carpet tiles direct with tackifier but I would recommend laying anything else...
