Can`t you just stick t600 up with F61 ? I would have thought that would do it. Cheap and easy.
You can apply for a card now. That will get you on site, as a site operative. Once your nvq is completed, re apply and get the skilled workers card.

We do that size a lot. It`s not as bad as it sounds. A couple of guy`s mixing, 3 on trowel`s and one moving the buckets+spikey. We got over a 1000...
