For a small family in a domestic environment 0.3 is fine....0.3 in a busy reception of a gym for example then that's where you need your higher...
Id go with the higher wear layer personally but doesn't mean you have to. I just think the more bulletproof the better in the long run with it...

Adding a double layer of underlay isn't going to work so if the floorboards need plying then you have to add another layer of screed to bring it...
