The plywood might have been cold which would explain the ply lines after a couple of days.
Is it flat. If so just plywood it.
What area is the floor in What adhesive was used Were the tiles acclimatised Is there direct sunlight on the floor

And most painters don’t rub down so the paint is crap and comes off easy
Scratch it with a knife. It you see concrete underneath bitumen adhesive If it stays black it’s mastic asphalt
We took all the timber out as it was rotten. can you post some pics
Yeah seen it in houses in Liverpool. The age of the house was 1950s. We used ardex NA screed and granno to sort it out
When you say bitumen do you mean asphalt
On paper it’s not. But will work.
Have you tried peter Jones flooring
Be fine to just Dpm the rooms you are doing with the 404.
Get the screed done and do the Dpm the day before you lay the floor.
Will need a buff down and feather finish
