Is the subfloor concrete? If so it all needs damp proofing including that concrete step

We usually stretch fit over radiance but you can stretch fit or double stick on radiance.

Skim it with a levelling compound first and fill the tile in. Then glue down the cushion vinyl

Yeah as above. It needs to be dry. Would need a dpm over the concrete. It sounds similar to how the floors are tackled on garage conversions...
If its south facing that amtico will get frazzled. The colour will fade badly
