Well you can, the tiles will still need a degree of preparation as per karndean as previously asked about, depends on what sheet vinyl you intend to use. You could feather the grout lines and use a textile backed vinyl and spray stick it down, not ideal. Personally I fully stick all my vinyls and would still prepare the floor as per the recommendations of the manufacturer
My first thought would be to abrade tile, apply primer then self level and your good to go if lifting tiles is not an option (providing the substrate and existing tiles were sound first )
